Mission Statement
The Belpre Area Community Development Foundation (BACDF) is a charitable trust for receiving and distributing gifts and bequest for charitable, religious, educational, and/or scientific purposes. Our goal is to build a permanent base of funds and utilize the earnings from these funds for the broad needs of our community. In fulfilling this mission, we commit to:
- Enhancing our community in ways that impact a significant number of people
- Addressing high priority local needs for community development
- Benefiting a significant part of the community through existing or new initiatives that are not duplicative
- Linking community initiatives across organizations
- Enhancing the skills of people in our community
- Promoting excellence in the arts and other forms of creative endeavors
Our Service Area
The BACDF primary service area is defined as Belpre city and the townships of Barlow, Belpre, Decatur, Dunham, Fairfield, Palmer, Wesley and Warren. We are building a perpetual resource for our community improvements.
Our History
The Belpre Area Community Development Foundation is an outgrowth of the Belpre Area Bicentennial Commission, Inc. During 1985, in conceiving the commission, it was anticipated that there might be a balance of funds upon its termination. Provision was made that the corporation would undergo a name change to the Belpre Area Community Development Foundation, which would thereafter function as a Foundation.
The intent of the Foundation is to receive and distribute funds primarily for the benefit of the Belpre Area community.
The following purposes were established:
- a. To receive and administer funds given in trust for charitable purposes,
- b. To make distributions from such funds in accordance with donors’ directors or Board of Governors’ determinations, insofar as consistent with such charitable purposes and the instrument creating the Trust, and
- c. To make such distributions for charitable purposes in such a manner as to effectively serve the charitable needs of the Belpre area community, notwithstanding changed conditions affecting the carrying out of donors, directions or changes in such charitable needs or in agencies or means for meeting such needs.
This foundation is approved under United States Internal Revenue loa, for charitable or educational purposes with the meaning of the provisions exempting contributions to foundations from income tax.
Types of Funds
Funds are the basic building block of community foundations. Individuals, families, or corporations can create funds which can be named for their purpose, for their donor, or for a memorial. The BACDF manages endowment funds to serve a variety of charitable purposes. Despite their variety, all funds can be classified into several basic types.
- Scholarship Funds are funds designated for issuing scholarships to student. The donor can stipulate the criteria for the selection of the recipients.
- Unrestricted Funds where the purpose is to provide funds for multiple charitable purposes as directed by the Board of Governors.
- Donor Advised Funds are funds, where the donor can remain actively involved in recommending grants.
- Designated Funds are specified to benefit one or more charitable organization. Donors specify their needs.
Board of Governors
The Board of Governors of the Foundation consists of the following volunteer persons who represent a board cross-section of the community:

Leslie Pittenger, Communications Committee Chair – Retired, City Government
Tom Webster, Investment Committee Chair – Attorney
Foundation Trustees
Gifts to, or for use of, the Foundation, upon acceptance and receipt, shall vest in the Foundation Trustee designated by the donor or by the Board of Governors.
Each Trustee, upon acceptance and receipt of any gift to or for the use of the Foundation shall Furnish the Secretary of the Foundation with a statement of the property given and its value or estimated value and a copy of any directions given by the donor.

The Foundation Fund accounts of each Foundation Trustee are to be audited by a certified public accountant or, in accordance with accepted auditing practices, by an independent auditor appointed by the Board, at least annually, along with the books and records of the Foundation.

Grants
Grant applications must be received by May 31st of each year and are reviewed by the Grants Committee.
Eligibility:
Requests must align with at least one of the following guidelines:
1. Enhance our community in ways that impact a significant number of people;
2. Address high priority local needs for community development;
3. Benefit a significant part of the community through existing or new initiatives that are not duplicative;
4. Link community initiatives across organizations; and
5. Enhance excellence in the arts and other forms of creative endeavors.
Requirements:
1. Must be a 501(c)(3) organization;
2. The organization must be within City of Belpre, or in the following townships: Barlow, Belpre, Decatur, Dunham, Fairfield, Palmer, Wesley, and Warren;
3. The BACDF Application must be used;
4. All information on the BACDF Application must be included or attached.
Generally, grants are not made for the following:
1. Routine operating expenses for ongoing programs; Existing Obligations; Debts or Liabilities;
2. Annual Campaigns; Endowments; Religious or Political Purposes; Lobbying Activities;
3. Individual Initiatives; and
4. Travel/participation in meetings, conferences, seminars, study exchange programs
Submission of Grant Application:
- It is requested that the Grant Application be emailed to: p.logue@roadrunner.com . Any attachments and the signature page should be scanned and emailed with the Grant Application by May 31, 2024. If the attachment is in a Word Format, it can be added to the end of the application.
- If the Organization does not have the capability to e-mail, mail the Grant Application, with all required attachments, to the following Address: Belpre Area Community Development Foundation, Attention Phil Logue, P.O. Box 752, Belpre, Ohio 45714.
Other Important Information:
- If the Grant Application is not properly prepared or has missing required attachment (s), it may result in the application not being considered for a grant.
- When a grant has been awarded, the applicant will be notified by email and a signed agreement will be included that must be signed and returned to BACDF.
- No public announcement shall be made until BACDF has made its public announcement.
